I dont understand what you mean. You mean somthing like this? You need to get the Url and put [ img] "url" [/img ] Other than that6 i dont understand what you want. Oo

If I understand correctly then at the New Topic page, under the text area there is a little Post Icons section. Click one of those.

DOnt you have to use code to get a seperate picture for that?
Other wise make you own image and replace the original but it will make all of the bottons that pic. Hope thats what you wanted ;)

That appears to be an image in the forum's description. Every forum and sub-forum you make will have descriptions, you may just be able to use html to have an image in the description, but I'm not certain.
